Please Help My Mom

My Mom, Lamai Williams, has been laid off from her job as a Lab Technician at AMA Analytical Services Inc. and she has not been paid since the first week of October of this year. She was laid off due to a lack of customers at her company because of the COVID-19 Pandemic.
She has applied for unemployment insurance through Maryland's Department of Labor but has been unable to receive any financial assistance and has been unable to communicate with any Dept. of Labor employees for help. Every time she calls no one answers and the call is ended by the unemployment insurance office.
My Mom is currently 61 years old and is the primary financial provider between my parents. This is a dire time for my parents and any help you can provide would be greatly appreciated.
