Many of us have banded together in an effort to fight to protect our rural community against urban sprawl! Help us to convince the County of San Diego Board of Supervisors to REJECT the ill-conceived General Plan Amendment that would pave over our beautiful neighborhood which truly is Eden Valley. Friends of Eden Valley for Responsible Development (FEVRD) is an unincorporated association dedicated to maintaining consistency with the County of San Diego's General Plan through RESPONSIBLE development in our area. All board members live within Eden Valley and volunteer their time and talents.

THE SCOOP: Located at the West edge of Escondido, Eden Valley is an unincorporated pocket which is rural in nature, extremely quiet, peaceful, and generally remains in its natural state. Since 1943, this area has been single family rural estate homes and agricultural in usage, with 1-2 acre (minimum) lots, large animal keeping, equestrian trails, and the dark night sky is an important aesthetic resource. There is only one 2-lane, tree lined, residential street that accesses our area. There are no street lights or traffic signals, no sidewalks, no extractive land uses, no sewer, and no commercial or non-agricultural industry in Eden Valley. A large number of residents either work from home, are retired, or are a stay-at-home parent. Many of the properties here are multi-generational, having been passed down through the families. Residents here value the open space, peacefulness, dark nighttime skies, low traffic volume, equestrian lifestyles, and access to the abundant wildlife that flourishes in this beautiful rural environment, which truly is an EDEN VALLEY.

Our community members participated in the extensive project planning sessions for the San Diego County's General Plan 2020 update. Throughout those meetings we fought hard to remain a rural community with large animal keeping. The combined communities of Eden Valley, Harmony Grove and Elfin Forest worked diligently with County staff to develop a plan for our area which included "taking our fair share of development" (the HG Village project), while ensuring that it would NOT lead to further urban-style growth in our communities. The County's General Plan (GP) was passed in 2010 with this as the plan for our future.

Additionally, one of our area property owners was a key player in helping the County Staff develop a new Equine Overlay (tiered horse keeping regulations) which was passed by the Board of Supervisors in 2013.

The County's General Plan (GP) was written as a macro-level document, which also included more specific portions, such as the regional elements and land use maps. As such, some new developments and projects that do not conform to the GP are able to request a General Plan Amendment (GPA) that might alter specific aspects of the General Plan WITHOUT ALTERING THE OVERALL INTENTION OF THE GP.

In 2013, a developer (Integral Communities) submitted an application for development requesting a GPA for their project named Valiano. We understand that this developer has the right to build on the land they own, but they must be held to the current zoning allowed in the County's new General Plan (GP). Requesting a GPA to gain more than double the density of the current GP and disregarding the area's Community Character which allows large animal keeping, directly undermines the plan our community and County Staff have spent the past 10+ years working on.

Let us be very clear that it is NOT the application for development that we object to, but it's the GPA we oppose as it definitely ALTERS THE OVERALL INTENTION of the General Plan and allows for irresponsible development! We feel the intention of the General Plan for our area is well defined and clear, so we unequivocally OBJECT to the GPA requested by Integral Communities!
