I'm Joy Rowe, friend of Ivan Ingram who was shot and killed by Raleigh police Department, 28 years, for no reason! I'm raising money to give to his Mother on July 13th his birthday! The Officer was exonerated, and the City never apologized, or gave her a dime for the loss of her only son!
