Recovery from Hurricane Irma

My name is Brian Saupe. I retired after serving in law enforcement for 31 years, sold everything I had to fulfill my lifelong dream of living on a boat in the Caribbean. My boat is my home and my business when I take people on cruises through the Virgin Islands. I lost my home, business, everything I own, and my only source of income when Hurricane Irma destroyed my boat in the Virgin Islands.  My insurance will only cover half of what it will cost to replace my home/business.  FEMA will not provide assistance.  I need to get back in business as soon as possible or I will continue to be without a home and face financial ruin on top of everything else that I have lost.  I hate asking for help, but have no choice in this horrible situation.
