Help Me Not Become Homeless

My partner and I have been together for many years. We currently live with someone who is currently abusing opiates. It's gotten to the point that he accuses of spying on him, tapping into his cell phone, spoofing (and hacking) calls to his phone. Now, mind you, a lot of these calls were made by telemarketers who spoof numbers and call him during times when my partner and I are sleeping. Now, let me ask you something. How does one go about making phone calls, let alone hacking into his cell phone while asleep? Today, as of September 12, 2018, he is threatening us physically. We are need of an apartment away from this person, so we no longer have to be emotionally/verbally abused by this person.  We also have a kitty named Nala that I wouldn't want on the street either. She's been my emotional support through a lot. Thank you.
