Finding my Birth Parents

July 30th 1991 I was adopted out of Tampa Bay General Hospital at 18 hours old.
The lowdown: I am now 26 years and and have received nothing but dead ends when trying to find my birth family.  Florida adoption records are sealed. I have all of my original adoption  paperwork. I have located the lawyer and the following is taken from her website( listed below) "For a base fee of $500, I will retrieve your file from its secure storage facilities; review the file to determine if your birth relatives agreed to a release of their identifying information; and I will a meet with you to discuss your options."

Long story short I dont have the extra $500 to contact her and get this information. In the letter below you can see that my birth mother is willing to meet me ( as mentioned pls read below) 

I am asking for the above in hope to release this information, and hopefully travel in hopes to meet her ( and possibly my .. half sister? )

Here is the letter with the following information I have:
" On August 1st 1991 Anne was interniewed at Tampa General Hospital. She had delivered an infant two days prior.  Anne states that she decided on adoption early in her pregnancy as it was unplanned.  She said that it would not be fair to try and raise a child and adoption is in the best interest.  Anne mentioned she has a daughter,  Roberta who was fathered by a former boyfriend.  She states that she has a commitment to Roberta and raising another child would be a burden. She still has to complete her jail sentence then hopes to get her life together.    Infomration was provided regarding the prospective adoptive family.  INFO FROM 1991:  Your bith mother is 26 years of age and was born in Kansas in 1964. She was raised in episcopalian faith and lists her  nationality decent as irish. She completed 3 years of college. She described herself as 5'7" in heigh and 135 pounds with green eyes and dark brown hair. Anne was marrried in 1986 and her marriage was annulled 6 months later.  Roberta is 18 months old at this time. She noted her mother is 54 years old ( in 1991) and is a real estate agent. Her father is 57 years old and is retired from the army and now own a consulting firm. She has a sister who is  38 and a teacher and a brother who is 36 and is a health department worker and wild life ecoligist.  At the time of the birth Anne was incarcerated at hillsborough jail center. Anne puts the biological father as unknown but describes him as 5'6 150 pounds brown hair brown eyes medium complexion and list the ancenstry as cuban.

 in 1997 my adopted( real) parents received a letter from the lawyer which included a hand written letter from my birth mother( only listing her first name.) the letter from the lawyer states that she was in jail and was not going to be released until  the year 2000. My parents sent a letter back to the lawyer to send to my birth mother with my baby photo and my first name but that is the last time i was ever contacted.

I would like to raise money to send to this lawyer so that she can release my birth mothers last name. 

I have already sent me DNA to ancestry.com in hope to find something with no results yet.
