Elderly MS patient needing help

I am an American living in southwestern Mexico, posting this on behalf of a 70 year-old American  woman who lives here and is in a bad predicament. The woman is my sister, Tarra Sabin, and she has JUST given me permission to reveal her identity and post her photo.

Tarra has advanced MS and a number of additional serious health conditions (COPD, diabetes, brain & spinal lesions, heart & kidney problems, rheumatoid arthritis, etc.). I do what I can for her, but her problems greatly overpower my very limited resources, thus we are turning to you and GoFundMe.

As background,Tarra has lived alone here in Mexico for many years, after being unable to make ends meet back in the US.   Despite her disability, she takes care of herself and a beloved cat and dog, and survives here on only 400 dollars a month, much of which is consumed by her MS medications.

She rents an extremely modest house and supplements her income by giving English classes to local young people. With the advanced MS, the English classes are the most she is physically capable of doing, but she really enjoys them and feels like she is "contributing" something (which she is!).

Several years ago, during the annual renewal process, the Immigration office in our area “misplaced” (lost) her file. By the time she was advised of this, her immigration card had expired, which meant she needed to pay penalties and start all over (other expats will know what I am talking about.)

Since that time, she has never had the money to get legal status. She desperately needs the government-run healthcare program called Seguro Popular. It offers medical treatment and meds (free to those over 60), and the program is open to foreigners. BUT, she must be legal with a valid immigration document in order to register.  

An “amnesty” that bypasses income requirements is currently being offered to illegal foreigners who came here before 2012. But she must pay the legal fees. 

I am so afraid that something catostrophic (medically speaking) will crop up and she will not be in the government healthcare program. 

Ultimately, I would love to see her with other, additional improvements in her life, such as having some household cleaning/cooking/personal care assistance, having a working washer, etc.  But the first step is to GET HER LEGAL and into the Seguro Popular program, where a doctor in our town can provide ongoing care and medicines.
