Electric Help

My 19 year old daughter moved out and the electric was in her name and she called and requested it to be shut off and didnt take the balance of what was owed with her left at my address so penelec is requesting 2151.84 to start up service in my name.  I have my other daughter and her 7 month old son living with as well. The electric bill was under the pcap program and when you shut off service you get struck with a big bill.  She had scheduled for it to be turned off Oct 11th but penelec is giving me till oct 24th now to pay what she left on the address. 
I have called agencies most dont help start service or have no funding .
 If everyone could even just help with 5 bucks it all adds up . Dollar energy can help when i get the balance paid off of 1501.78 with 500.00 and I have 150.00 myself
