Help my parents rebuild their home

Please help!!! My parents house is ruined and no one is helping! The toilet on the main floor erupted into the house. A geyser of raw sewage flooded the house. No one is claiming liability. This is a emergency situation, my sweet parents are both getting old with bad hearts. The heat, stress,loss and homelessness this has brought is overwhelming.
