Emergency Utility Bill Assistance

Hello all,
If you know me well, you know I am the last person to ask for a favor let alone money from others. However I am currently in a predicament where I have little to no options.
I am currently a masters student at Oklahoma State University, getting my degree in Educational Leadership Studies with an Option in College Student Development. While I have a paid assistantship with the university, I only receive an average of $1,000 a month to live off of.
This summer I have been employed at Governors State University outside of Chicago, and left my new home in Stillwater on May 8th. While I was gone, my house experienced an issue that caused 67,000 gallons of water to be used without my awareness.
The City of Stillwater currently has a policy in their terms that requires all residents to pay for their usage of water, regardless of the reasoning behind the usage (i.e. line faults, leaks, etc). My bill is due on August 8th, and my parents and I have little ability to pay this amount ourselves.
Should you choose to, any assistance would greatly benefit our current financial assistance, and allow me to continue my education with a sound state of mind. Thank you all.
