Mom's destroyed belonging funds

My elderly mother has lost all her possessions due to the man dying in the apartment above her.  His decaying body fluids seeped down in the walls and ceiling in her apartment. The smell has permeated everything in her apartment. All her possessions, her couch, recliner, mattresses, and , clothes and everything will have to be replaced.  She is on a low fixed income. Her apartment complex management will not pay to replace her possessions.  She did not have renters insurance.  If anyone can help, it would be greatly appreciated. Thank you.
