John McMahan Emergency Loan

My father, John McMahan has suffered a stroke while living abroad in the Philippines. He is in critical condition and requires 24-7 medical attention. He is still fighting and his condition is improving, but because of the medical system in the Philippines, we must pay for treatment in advance. They do not accept his US insurance. We must collect receipts and submit them to his US insurer for later reimbursement (United Healthcare). Dad has given me access to his banking info in preparation for this type of emergency and I have been using it to pay for his treatment. This has been successful up until now. Dad does not use his cards in the Philippines bc he prefers cash. The recent card activity has flagged his accounts and I no longer have access to ANY of his funds (Navy Federal Credit Union and Arizona Federal Credit Union). I know he has the money but I cannot access it to pay for treatment. The hospital demands $16,000 USD (~800,000 Philippine pesos) within 2 days (Friday in the Philippines). If this debt is not paid, they will not treat him.  If you can offer any advice to help unlock his accounts or other means to fund treatment it would be greatly appreciated. He is an honorable man and holds himself to the highest standards of integrity. We are asking for $25,000 to cover the immediate balance of $16,000 and an additional $9000 to buy an additional ~10 days of treatment so that we may resolve the issues of accessing his funds. Any contributions or advice will be greatly appreciated.
