This is brief story of my friend Vugar.
Vugar is 30 and living in Baku, Azerbaijan.
We have met with him during our years at Baku State University (faculty of International Law). He was able to be one of the top students in the cohort and graduated with distinction.
He has been practicing as a lawyer for more than 6 years.
Around a year ago, he decided to pursue his master in abroad. And last year (2017) he applied and received unconditional admissions from Edinburgh University (UK), Aberdeen University (UK), Linkoping University (Sweden), Central European University (Hungary) and from others. He also applied for several scholarship programs such as Hungarian Governmental Scholarships, Visby (Sweden), Chevening (UK) etc. However, he could not make it to be successful which he did while admitting to universities. And due to financial matters and the economic situation of our country he regretfully rejected his admissions and could not continue his education. As of 2018-2019 academic year, he applied again for more universities and scholarship schemes. While he can not receive any scholarship again but got admissions from all universities he applied for. When he asked about the main reason of not receiving the scholarship, the general answer of the scholarship committees was that was because of his employment in Azerbaijan and they assume that he has or possibly may have enough funds for pursuing his education abroad.
Dear all ! Higher education in our country (Azerbaijan) is not free. Enormous tuition fees are required to be paid for master’s degree and he cannot afford it. Moreover, the financial situation is not inspiring in our country after two devaluations of Azerbaijani currency within the last three years. Now his monthly salary barely covers his monthly rent, utility costs and living expenses in Azerbaijan and it does not allow him for savings to pursue education or for any other development activities in abroad.

He plans to make his master at Antwerp University. This is the admission letter of him.
As he is non-EU national he has to apply for long-term (type D) Visa from Belgium. He has already prepared all his documents (passport, ID Card, Application forms, photos, Medical Certificate, Non-Criminal Record Certificate, notarized copies of his diploma and transcripts) for the visa.
- Tuition Fees at Antwerp University for academic year of 2018-2019 is EUR 2890. Please see this link.
The tuition fees should be paid until the end of September.
