Help my elderly Mom

This is to help my Mom pay for getting a section of her yard ripped up and replace the concrete with dirt, She does not want to do this but she HAS to do it, the City of San Diego is demanding that she replace a section of her yard with dirt instead of concrete, even though it has been this way for over 8 years! If she does not do it soon they are going to keep fining her again and again and she is on social security and doesn't even get 400$ a month. The only reason this is happening is because the guy who originally did the work to cement her yard didn't get the proper permits and ripped her off, if he had done his job and not scammed my Mom then this wouldn't be happening. I am desperately trying to help her and anything you can donate would help. We need to get this done as soon as possible or we may get fined yet again and the first fine was 500$ and the next will be 750$. Please help if you can.
