Help Me Get My Nieces Out of a Dangerous Home

My Nieces, Noel, Sidney and Zoey live part time at their father's house, where they are cared for primarily by their step-mom, my sister, and at their mother's house. Their father and my sister aren't perfect. No one is. They are, however, not abusive. The girls' mother is. They live with her in a three bedroom house with seven other people, in a basement room which isn't fully finished, with no means of locking themselves in if they need privacy. Their mother's new husband lives in a room off of theirs, with direct access, and has been known to barge in on them as they are changing clothe, despite the oldest asking him not to. She in particular finds the lack of privacy to be an issue since she is on the verge of puberty and fears that he had ulterior motives for seeing them nude.
Additionally, their mother forces them to wear clothes which haven't been cleaned, which are improperly-fitted. If my sister and their dad send more appropriate clothing with them to their mom's house she takes them and throws them away. She doesn't allow them to bathe or brush their teeth while they are there, and whenever she catches them with hygiene supplies that I or other family members have provided them with she takes those away and throws them in the trash, too.
Most recently, though, she had been actively trying to turn the girls against each other, focusing far more attention on the youngest, Zoey. She makes the older two girls stay in their room, only calling them up once everyone else had eaten dinner and there isn't anything left, as if to rub it in their faces that their sister got a meal and they didn't. My sister has had to start sneaking them food so that they don't go hungry, and while I'm sure Zoey loves this extra attention, she doesn't realize that she is also being abused, that using her to hurt her sisters is abusive. That, however, is nothing compared to the things that she says to them, or the threats.
Their mother, the woman who literally gave birth to them, has taken to telling them (the two older girls at least) that, and I quote, they are "bitches", that she knows that they "don't care about [her]", and that she doesn't "care about [them] anymore or give a fuck about [them]". She has also taken to waving a firearm around in front of them and threatening to kill herself with it in front of them if they air any grievances to her. This happened as recently as the week prior to the posting of this gofundme.
CPS won't take action, claiming that their father is responsible for getting them removed from the dangerous conditions which plague them, which is why I am putting together this gofundme on behalf of him and my sister. They can't afford the cost of a custody battle, and I can't afford to help them with that cost. This is all that I can do. I worry about them every day and I am afraid, based on how things have been escalating recently, that things are going to get worse fast. Please consider giving anything that you can to see these girls moved to a safer, more stable living situation.
