Overwhelmed with Veterinary Surgery

Lilybell is my 5 year old Yorkshire terrier. A few days ago Lilybell had a run in with a much larger dog in our neighborhood. By the time both the other owner and myself managed to get them apart, Lilybell had been severely bitten, and shaken. I rushed Lilybell to the dove Lewis hospital in downtown Portland, but soon realized that I wouldn't be able to afford the surgery for the suspected fracture of her left arm, let alone the initial xrays and visit to the vet. It is so hard to see her in pain. I'm a single, middle aged woman, and Lilybell is my only companion. In fact, she is my kid. I've visited several organizations in the past couple days but no one has been able to help. The Oregon humane society will help, but only upon surrendering her, and I just can't do that. Join, another organization will help but I'm not homeless. I have an apartment, but I live on a limited income, and assistance, I can't afford this treatment. Without it, Lilybell will be subject to a life of pain and difficulty moving. This is my first time using this website, and I really hope thus works. Please help in whatever way you can. Anything will be appreciated.
