Help Dante the kitten live a full life

Hello Everyone, recently myself and my fiance rescued our beautiful turkish angora kitten who is now 15 weeks old. A friend of mine shared his photos and I fell in love with him. Her and her friend were looking for a home for him on behalf of someone else. We had to have him.
I picked him up a little over 3 weeks ago. I was told that he had a small dietary issue, but his vet he was taken to on June 7th said it would go away with time. He had an eye infection as well.
When I brought him home, he had horrible diahrrhea and I had to look into why. I found out from his vet records that his previous owners were feeding him adult kibble from 6 weeks to 12 weeks old, which is obviously why he was sick. I changed his food and monitored him closely, and it stopped within the next few days. He continued to be his playful self and all was good. His head bobbed sometimes and he did some wonky kitten things, so we didn't worry about it. Then over the last week he started walking like he was drunk, and became more and more lethargic. I scheduled an appointment for a vet and took him yesterday, but all they told me was that he'd need a blood panel and scheduled me for Friday. They left him untreated. I wasn't happy not knowing what was wrong so I took him to a different  vet again today and got more insight into his issues. His new vet (who is great and cares for him) explained that Dante could have a number of problems, most of them being neurological but we would need to do a plethora of tests to find out. He has what we thought were two different colored eyes, but his vet explained that his blue eye is cloudy and inflamed so he could have glaucoma or another issue linked to his neurological issues. Today we got him on a few medications to help his symptoms and narrow down his issues since he is also fighting a URI.  He is also 2.3 pounds at 15 weeks, about half the weight he should be (he's on prescribed food and calorie booster) .

After digging, I found out that his original owner paid a back yard breeder on craigslist $250 for him, and the breeder sold him at 6 weeks old, under the legal age of sale. In both of the vets opinion, he is the way he is because his mother was not vaccinated for either toxoplasma or parvo, stunting his development for the rest of his life. The breeder claimed mom ran away. He was given to people after that who were the ones who fed him adult food and neglected him (he was filthy, overgrown nails, ears full of wax, discharge in his eyes). Dante has been let down by a lot of people, and has become a part of our family. I don't want to be another person to let him down. 

We can afford his testing in incriments, but it will take a while to be able to get everything he needs done (I will add in the photos his testing treatment plan), in total it is around $1,000 in tests alone, not including treatment or medication, which I will cover. I really just need help with the tests so I can get them done ASAP and know what he is sick with and what his life will be like.  He will never live a normal life and will have a hard time, but I want to do everything in my power to give him the fullest life I can, even if it's a short one.
