Help August With Accident Bills

Hi, I'm Cris August McMullen and in February 2018, I got hit by car while crossing the street. I just found out the person that hit me didn't have personal injury coverage and my insurance won't cover it because it's not retroactive enough. I have cerebral palsy and am legally disabled.
