Fix Charleston, SC flooding

Charleston has flooding issues. Part of the problem is that our drainage system is not documented well. Part of the problem is that the general public isn't permitted to check the city's math. And part of it is real engineering and funding issues. 

I know how to process information and transform it into actionable intelligence. With that, we'll really know what the problem is and when we're about to make things worse by adding more load to the stormwater system with development without enlarging the drain system. 

That work establishes the detail for successful class action lawsuits, the kind that developers cannot survive losing and are so well documented they will likely lose.

Developers won't develop irresponsibly if they know they can't get away with it.
