femoral (FHO) surgery for Avalanche

Avalanche is an 8 year old mini Aussie. He has always had hip problems, but he was a rescue and they didn't tell us anything so we do not know why. But it has never really phased him. The other night he scrambled to get out from under my mom's bed and hit her bed frame hard and dislocated his hip while I was at work. I work late and don't normally get home till 10:30-11:30pm . So I took him to the vet the next morning as soon as I could went to two different vets and he needs femoral head osteotomy (FHO) which can cost up to $5000. Right now he is on pain medications from the vet and he is still in a lot of pain stays under my bed or in his kennel and whines/yelps when scared or moves. Hardly will eat/drink. I am trying to find it cheaper,  trying to get grants, and not having a lot of luck.  Please help my puppy if you have any other resources please let me know I'm trying everything! I can't stand seeing him in this much pain.  Thank you!

Update (9/5/17) :
Avalanche has been doing better. He still hardly eats/drinks but is starting to a little more he is trying to play but he can't really :(.  He puts a little pressure on it while hes walking and when he runs he runs 3 legged Today was his 5th exam for an estimate on his surgery. $1000 base pay doesn't include everything she is emailing me the whole estimate within this week. He lost weight and is under weight now. He won't eat soft dog food though so we are trying to find something healthy for him that he will eat more of to get his weight back up. Any suggestions let me know!
