£100,000 may seem like a lot of money and I get that however in the Legal world, this is not considered a lot of money. I have carefully selected the Legal team I want to take this forward. Kings Counsel can cost between £650-£6500 per day. This ruling has the potential to be huge so everything has to be done the right way ensuring we hold the London Mayor and Transport For London to account.

I'm Noel Willcox, the Scaffold Company Director (Elevation Access Ltd) who won in court that Low Emission Zone signage and fees are unlawful! But TfL are ignoring the law! So I'm taking a stand against London Mayor Sadiq Khan, TFL, and their hated ULEZ charge.

And I need your help!

I've already secured a legal victory against Transport for London, successfully arguing that ULEZ fees and penalties are unjust and must be reimbursed. However, TfL is stubbornly refusing to comply, attempting to wriggle out of their obligations. I'm committed to pursuing justice not only for myself but for all of you as well.

For those unfamiliar with my story, here's a brief overview: In 2021, I received a letter from TfL, demanding £11.5k in fines because my vehicle had entered London's Low Emission Zone. I was baffled as I had never even heard of it, and my colleagues confirmed that there were no clear signs indicating any charges.




Indeed, you may have noticed signs for the Low Emission Zone, but they provide no information about payment, amounts, timing, or procedures. This struck me as unfair and unjust. So, I decided to challenge the fees and fines through the proper channels, appealing to a tribunal court.

Shockingly, TfL didn't even bother to attend the proceedings; they ignored the entire process. The court ruled in my favour, stating that the signs were unclear. The court ordered TfL to refund my fees, with the ruling stating, "If the signs are not authorised and do not provide adequate information of the charging scheme then no charge or penalty is payable." TfL failed to demonstrate that the Penalty Charge Notices (PCNs) were lawfully issued, and the court mandated, "If any penalty or fees have already been paid, Transport for London must now issue a refund without delay."




Despite this ruling in 2021, TfL has yet to refund a single penny. They have deployed their lawyers to obstruct the process of refunding my money. Over the past few years, they have sent enforcement bailiffs after me, still attempting to enforce the Penalty Charges that the tribunal had nullified. In essence, TfL not only disregarded the court order but acted in defiance of it, which in my view, amounts to contempt of court.


Consider what would happen to any of us if we failed to comply with a court order: bank accounts frozen, assets seized, or even incarceration! In addition to this, the LEZ has expanded across all of London, now known as the ULEZ, and it's wreaking havoc on people's jobs, lives, and businesses. It's harming communities and imposing a burdensome tax on the most vulnerable during a time of rising living costs, inflation, escalating interest rates, and record-high tax burdens.

The signage is unequivocally flawed. Thanks to my ruling, Mr. Loophole has pointed out that these ULEZ signs do not adhere to legal standards and can be challenged by the millions of people affected by them. This is why I'm urging you to join me in this fight. Together, we can emerge victorious.

This isn't merely about reclaiming our money; it's about ensuring fairness and holding government bodies accountable. It's about upholding decency, values, and the kind of world we want to live in. The arrogant and domineering approach of the establishment must come to an end, and I'm taking a stand against it.

Most people never wanted the ULEZ; it was imposed on us with misleading "evidence." Now, TfL is displaying disrespect not only for the public but also for the justice system. It is in the best interests of the public that I undertake this fight, and that's why I'm calling on the British public to support me in this battle. We, the people, must unite.
