Stage small cell aggressive cancer

My mom 10 years ago in this picture. Dx with stage 4 small cell lung cancer that has metastasized into her bones and liver. She has limited time on this earth and we are struggling to make it month to month with her cobra premiums. She got denied both SSDI and SSI, and Medicare. My next step is to have a benefit dinner, if anyone has any info on that I'd be greatly appreciative. If anyone can help in any way, I'd appreciate more then words can Exspress.
