Save quiet sports access on the Upper Wolf River

We urgently need your help in preserving quiet sports access on the upper Wolf River in Northeast Wisconsin.


Stand up for the Upper Wolf River in northeastern Wisconsin.  Continued access for quiet sports enthusiasts is threatened at a focal point on the Upper Wolf, on state owned property in the Town of Wolf River.  A decision made by the Wisconsin Department of Natural Resources (WDNR) would locate a bridge and trail for ATV/UTV use at a crucial access point with over 60 years of continuous use by paddlers, rafters, anglers, on-road and off-road bikers, photographers, and others who simply want to enjoy recreational opportunities available in, on and near the beautiful waters of the Wolf River.

 The proposed bridge and trail are clearly outside the scope of the Upper Wolf River Fishery Area Master Plan, written in 1979.  The WDNR violated state law by passing an Amendment to the plan, allowing the proposal to build the bridge and trail to move forward, potentially injecting ATV and UTV use into this small, protected area.  The Amendment circumvents the legally required process of undertaking a full Revision of the outdated management Master Plan. The Plan is one of the oldest in the state, and the Amendment gives little or no weight to the concerns, desires and interests of the many non-motorized user groups for whom this location provides irreplaceable access to the Wolf.

 The Friends of the Upper Wolf River group is not so single minded as to deny that ATVs and UTVs could have a place on area trails.  We believe that a rational approach to managing the area’s resources can find alternatives to clustering user groups on a property that cannot support the demands of a new, expansive, and logistically demanding user group-particularly one known for its tendencies toward, and history of monopolizing such sites.

 Make your voice heard.  Help the Friends of the Upper Wolf River move forward with litigation to invalidate the Amendment and force the WDNR to abide by their own legally required process for contemplating and imposing changes such as this.  In short, require the WDNR to revise the Master Plan and, in so doing, take into account the voices and the rights of all the stakeholders who currently enjoy access to the river such as it is today.

 What can you do?

 Please contribute what you can toward our goal of defending access for quiet sports groups at this critically important site.  All funds collected, up to our goal of $50,000, will go toward the resolution of this issue.  Any funds collected beyond that goal, or remaining at the resolution of this litigation, will be retained to support continued efforts to protect access and enjoyment for quiet sports users on the Wolf.
