Save home from massive tree

Hello, I am trying to raise funds for my parents who back in 1993 received a pine tree as a gift. It was small and since it was around Christmas time they decided to plant it. They never thought it would grow this big! It is so big that the roots are starting to lift up the concrete and go under the house. It is also now tilting and with the strong winds Texas has are afraid that it will fall one day. I know that they should have had it removed a long time ago. But all the quotes given to them were ridiculous and they could not simply afford it. This house was built with their savings and from money they would get here and there. There is no way they are able to save enough money again to have this cut down. They already had someone come by and half did the job and took the money without finishing. Please help. Any little bit counts.
