This page is being made to collect monetary donations for the purchase of Backpacks and school supplies for the children of the Stapleton Community on Staten Island. Gerard patrolled and also was a mentor to the children of the Stapleton Community. We want Gerard’s legacy to be remembered, as he was a respected and admired Police Officer on Staten Island!

A brief HISTORY about Gerard:

Gerard was born on April 3, 1970 to parents, Gaston Carter & Martha Carter in Staten Island, NY. Gerard graduated Port Richmond HS as a Red Raider Football Alum in 1988 and then earned an Associate’s Degree in Police Studies from John Jay College (1991). In 1993, Gerard, following in his father’s footsteps, joined the ranks of the New York City police Department. Upon graduating from the academy, Gerard was assigned to the Housing Bureau, patrolling the Housing Communities in Brooklyn, then Staten Island. Never giving up his love for sports, Officer Carter took a vital role in encouraging and assisting hundreds of school-aged children that were in need of guidance and structure in their lives. Volunteering as a softball coach, he spent time at BBQ’s and other outings for neighborhood children. On July 26, 1998 Officer Carter made the ultimate sacrifice while Gerard and his partner were patrolling the West Brighton Houses in search for a suspect, who was under Parole Supervision for a previous manslaughter conviction, and was being sought for the homicide of a rival drug dealer.  While driving in a marked Police vehicle, Gerard and his partner approached the subject and without hesitation the subject fired a .45 caliber firearm which passed through the windshield of their vehicle and into the head of Gerard Carter. Gerard lived for 5 days after being shot and after valiant efforts by the medical doctors, Gerard passed away on July 31, 1998 leaving behind a wife, Jozette, their 6 year old son, Louis, his mother Martha, and his only brother, Keith.
