Officer involved shooting left us without a car

My family vehicle(that we just purchased 3 weeks ago) was involved in the police shootout sunday in our apartment complex that we were not involved in. Our insurance has deemed it a total loss. I have ask insurance, the apt complex as well as the city for assistance with a rental car until ours is fixed or repaired with no avail. My wife is currently 5 months into a high risk pregnancy so public transportation is not an option. As well as having 3 young children at home. We are low income and cant afford a rental on our own as we have been working for 2 years to get the vehicle that was involved in sundays shootout...we are unsure on a time frame that it will take the city to repair or replace our vehicle...we need help please
