My Mother needs help to fix damage from snow storm

My mother lives in Houston, TX and was affected with the weather in a really bad way and she needs help.

There was no knowledge of the snow happening before she put the house she was staying in on the market a couple weeks ago before she moved into a new apartment last week and wasn't sold yet

They are putting all this on her and she can't do anything to fix  it and It really hurts me knowing my mother is hurt

All the damages that happened from the snow (which was out of her control) is being put on her and she doesn't know what to do after all this damage. Anything helps.
