Create Zoneminder Docker with ES and ML Pre-loaded

Zoneinder is an open source video system used in home and business for video monitoring and surveillance. An add on package (Event Server or ES) uses machine learning technology (ML) to detect people and objects. Zoneminder and the ES will be pre-configured into a new Docker Container. Previously Docker Containers either did not include the ES machine learning or it was configured with environment variables that made configuration confusing, required that configuration was done at run time, and delayed startup.

This funding is to develop a new Docker Container for ES and ML that is pre-configured with Yolo models installed.  GPU support will be available by compiling opencv for GPU support.  The funding will also be used for future development, enhancements, maintenance, and support.
