Let them stay home

Hi, I'm not sure where to start, so please sit down, it gets complicated.  I am a combat veteran and the caring father of two amazing children, who were taken from me by their mother while I was in the military and could do nothing about it due to a deployment in Nov of 2012. I had no choice but to look on as she drove away with them and the man she left me for. She has moved with them back and forth between Pennsylvania, Missouri and has since moved to Georgia without my permission, 9 different homes in 4 years. I kept trying to figure out where she would wind up so I could have myself stationed in their proximity, but she kept moving. I gave up my military career to be able to take care of them, but she is unstable.  I never knew where she was going to end up. 4 years later we are finally divorced, but custody and placement was never addressed because of jurisdiction issues and her frequent moves. Now, the children are here with me on what was supposed to be a summer visit without an order for custody and I intend to keep them here with me because they have begged me to stay due to verbal, mental and physical abuse, things I have documented, and things they have told me that happen in that house.  I have spent all that I have saved and borrowed for lawyers to get me nowhere at this point. The one thing I have going for me is that there was never an order for custody by a court, so I am allowed to keep them, what I need help with is the final push to have this seen in a WI court and need more money, sadly, to make it over this last hurdle. 
I have documented drug use, illegal purchase of opiates with child support money and misappropriation of ordered child support, which she fraudulently got ordered to begin with. I have had the children for a few months already, but she is still collecting.  I can't get the Child Support reversed without an order. My children are sent to me with clothes that do not fit them anymore and have holes in them, clothing I previously purchased for them during prior visits and sent home with them, in addition to child support I was paying.  The child support I pay has not gone to them. My son is 8 and sadly was not fully potty trained. Since his time here he has made huge strides in that regard. My children didn't even brush their teeth because "mom won't buy toothpaste". These are just a few examples of the things I have seen or they tell me.  I have fought with everything I have and am at the final push to give them a happy home for the rest of their lives.  Sadly a movement like this requires money 
but have exhausted all personal resources. They shouldn't have to cower in fear of being physically or verbally abused in their home. They should be kept safe and warm. They should be allowed to keep blankets their family made for them and not used for dog kennels and dog urine. I need to come up with $4,000 for additional and final lawyer fees to see this to the end. To keep them with a court order. I don't have much time. The process has already started, the paper work filed, but can't see it through to fruition without another lawyer. Please help me. They deserve better than what they have been given, and with your help, I can give them what they need and deserve.
