Lilly's Surgery

Lilly is a sweet three year old Dachshund that we rescued in June of 2017. She quickly became a mama's girl and her favorite things to do are run around the bedroom for puppy-time, and eat late night cheese snacks with daddy.
Around January of this year, we noticed that Lilly was walking funny. She was weak, wobbly, and clumsy, and often using the wall for support. After two weeks of this, we took her to the vet. At the vet, she walked like a normal pup, so we were sent home.
Over the next few months, the problem worsened. She soon lost her appetite and all she wanted to do was sleep on mama. In April, we took her to see the vet again. The vet admitted there was an issue, but he didn't know what it was, so he sent us home with anti-inflammatory and pain medications. These medications did not help.
Over the next few weeks, we noticed her front legs looked like they were lower than her back legs. From the front, we couldn't see much difference, but from the side it was clear. Her paws had completely dislocated from her legs, and she was walking on her little doggy elbows. We then took her to a different vet, who ran many tests and did a full-body X-Ray. The good news was, her spine and her back legs showed no signs of any problems but the bad news was as we suspected: her paws were completely dislocated and she needed surgery. This particular vet, presumed the problem to be a disease called Poly-Arthritis, which is arthritis that affects one, more, or all of the joints. The vet then referred us to a specialist in internal medicine. The (very expensive) internal medicine specialist did not spend much time with her before diagnosing her with a slew of diseases and he wanted an Orthopedic Specialist and a Neurologist to look at her. The Orthopedic Specialist was able to take a quick look at her that very same day, and estimated the problem to be Meningitis, which I still don't understand why that would affect her legs. Thousands of dollars later, here we are with few answers and a disabled pup that's only getting worse. We need to get her back to the Orthopedic Specialist and insist that they focus on her legs and do the surgery needed to correct the dislocation.
