Get disabled brother off the street

My brother, Steven, is 48 years old and he has Parkinson’s disease.   He worked at the same Co for years and managed it, but 18 months ago his employer doctors found him unfit to work.   The Co. lawyers helped him apply for state disability.  He receives $1260 per month and food stamps.   Unfortunately, he lost his neurologist when he stopped working because the doc doesn’t take Medicaid.  The state gave him a neurological appointment of April 2019.  My brother is spiraling down hill fast and cannot make it that long.  He needs medicine!  Parkinson’s can be managed.  
I am asking for money now because his apartment building recently evicted everyone so they can renovate.  I have been looking for housing for 2 months and am unable to secure him a new apartment because I am in NYC and he is in Stockton, CA.  Landlords will not accept him even though I offer to sign the lease and pay all bills.  I think when they see him they think he’s on drugs.  It’s rare for a young person to have Parkinson’s.  He shakes and drools and slurs his words.   The stress of now being homeless makes the symptoms worse.
Yes, I said homeless.   As of a week ago, my brother has been sleeping in his truck.   I finally reserved a hotel for 2 days so he could shower and rest.  Meanwhile, I have tapped into Health and Human services but these things take time.  I simply cannot afford to pay for hotel and have food delivered to him for a month. 
I am humbly asking for help so I can keep my brother off the streets while I fight for his Rights as a disabled person to receive support with securing housing.  If anyone has a lawyer friend in California, that would be a huge help to.
