Help Zach send his family back home

Hello, my name is Zach and 3 years ago I arrived to my first duty station. It was out of the mainland united states so my command started the paperwork to get my family and possessions to my new home. Three months goes by and the paperwork had gone nowhere. I started to  suffer from depression. I haven't seen my wife and daughter for 6 months at that point and the only thing keeping them from me was the people holding on to my paperwork, too lazy to send it up to higher to get approved. I eventually broke and paid for their travel expenses myself. Me doing that kick started things into motion and within 3 weeks I was in a house, most of my finances were in order, and I was told that paperwork was approved. 3 years later, approximately a month and a half ago, I was told something was off with my paycheck and I found out that that same paperwork was never approved. Now what that means for me is, for one I missed out on around $7000 of pay that I was supposed to get within my three years of being here, and two, I now have to figure out how I'm going to be able to pay for 3 plane tickets, and I now have to pay to send my possessions back to my home state of Arizona. This as you would expect, very expensive... Three years ago, my leadership failed me. I don't even care about the $7000 that I was supposed to get but that I now have to spend thousands to pay for what they should have covered for my family. They sent me here and now I have to fight my way out. When I went to my current command they told me I'll have to extend my contract by a year so I can get new paperwork approved or tough luck your gonna have to pay for it. I am on the verge of loosing everything I've worked so hard to get, my farm, my livestock back home, everything. So that's why I'm asking for $3000. This would pay for the plane tickets to send my family home and however much the transportation office charges to ship my household possessions.
