Help with Dex kitty surgeries

I'm raising for my daughter Chelsea and her little girl. Chelsea is a single mother without child support. Little Dex needs 2 surgeries.
Dex found us when he was 6 weeks old and has been a constant companion to her baby girl since. The two are inseparable.
He was recently hit by a car. We took him to a vet ER, and they amputated his tail. At the follow-up appointment, we were told that the end of the tail is dead, and he will have to undergo another surgery to cut off more of his tail. She is struggling so hard to make a good life with her daughter. But with the added, very high student debt she's paying off, she really needs some help with this.
