Help my mom & step-father get their dog's ashes

As some of you who are close to me know, on October 14, 2020 my step-father and little brother had to put our family dog down who we have had for 13 years. Rowan was his name. He mad multiple health issues and hung on for as long as he could but during this last trip to the vet, he just wasn't getting any better and the vet had stated that Rowan wouldn't last through the night. My step-father and little brother went and had him put down and they stayed by Rowan's side till the very end. My mother was unable to be there due to her being in Texas for work training. After putting him down, we decided as a family to have him cremated. My mother and step-father wanted to have him cremated so each of us four kids and them could have a little piece of Rowan to hold onto: his ashes. With that being said, they received the bill for Rowan's overnight stay, the medicine they administered, and the fee for putting him down. My mother informed me today that the bill was over $1,100. She had $300 left on her credit card that she uses to pay bills for the vet appointments so she let them charge the card for the remaining $300. I was then informed by my mother that the vet said we could not receive his ashes until the debt was pain in full. My mother specifically stated that she would never ask anyone for help, but as her daughter I see how both my mother and step-father are struggling to make sense of it all. First with grieving the sudden loss of their pet, and now with a steep medical bill to even bring our buddy Rowan back home. He was one of the most loyal dogs a human could have and we miss him dearly. We just want to bring him home to his family.
