Help My Friend and His Family Find a New Home

The COVID-19 pandemic has put millions of hard-working people out of work, and while many cannot afford to pay their rent, I'd like to bring attention to a particularly cruel situation my friend and his family currently find themselves in.
My friend was out of work over the Summer due to the pandemic and fell behind on rent for two consecutive months. He has since gone back to work and has been able to pay rent monthly, but hasn't been able to catch up and pay back the amount owed to his landlord. She will only accept the amount in full even though he has tried to pay her back in small sums from each paycheck.
Because of the eviction moratorium, his disgusting landlord decided the best way to retaliate against my friend and other tenants who owed rent was to display a "Wall of Shame" in the leasing office with photocopies of their drivers' licenses and the amount owed.
Now, I'm not an attorney, but I'm pretty sure that is illegal. He is trying to find a lawyer to represent him, but he feels that the system is against him and honestly doesn't know where to turn for help.
He wished to remain anonymous as he is scared about further retaliation from his landlord, but if you feel compelled to help him and his family in any way, everyone who cares about him would be forever grateful.
The funds will be used to pay his debt and help relocate him to new housing.
