Help lyndsey loose 14 bags of sugar from chest

I am 35 years old and the NHS won't allow a breast reduction. I'm a 36k going on 36L bra size. I suffer from chronic pain in my back, neck and shoulders. I have deep groves in my shoulder and bad posture due to them. 
They weigh 2.stone (14 bags of standard size sugar bags) 
I have asthma and the weight makes my breathing worse. I am disabled due to chronic pain. I can not wear normal tops and I try my best not to leave the house as wearing the bra (poorly fitted) hurts and is so uncomfortable 
I get heat trapped under them and that can cause problems so I wash 3x a day and apply talcum powder under them. 

I feel so ugly due to the gravity of them and the pain it creates has made me hate them. Sleeping is so difficult. Standard things that most people do I can't. 
The gym? Nope. Running? Hell no. I have a twisted pelvis so I already have mobility issues and it's so difficult to achieve daily tasks due to size and chronic pain. 
Doing this page makes me feel ashamed and embarrassed. I dont have the funds to go private and I wish I could get off all my pain medication and try to get out and back into work. I have spent many years training in emotional intelligence. I specialise in micro expression and body language and yet the pain cripples me to the point I am unable to work and have a life. 

I cant really find bras that fit my size and if I do they are so expensive.
2 bras for £90 pounds. I have had chiropractor most of my life to help the pain so I can have a life and work but that is only temporary and I no longer can afford it. 
Please help me.
