Medical Care For My foster Panda

Panda is a very sweet young dog. She is my foster Dog from my local Philly shelter (ACCT). Panda needs surgery on her left back knee before she can go to her forever home. Panda has floating Knee know as Luxating Patella in dogs. The shelter doesn't handle this type of injury that Panda has. That's why I am asking you to help me fund her surgery.
