Army Veteran in Dire Need

My husband has served in the Army for 19+ years. He was hurt last April while on duty. He's had surgery on his hip & hip flexor tendon and will soon be having back surgery.
Since his injury he has been unable to work at his civilian job as a heavy machine mechanic. We were receiving Incapacitation Pay - though irregularly.
He has a LOD for his hip injury, but since superiors did not get the LOD completed for his back in a timely matter (90 days by Army regulation) they have halted the Incap pay entirely until it is completed.
Basically, we are being punished for something outside of our control!
The funds will benefit our family to pay for our living expenses so we don't lose everything we've worked for. My husband didn't expect to get injured. He didn't ask to become disabled at the age of 45.
We need help and need it fast! We still have two of our three children at home. We have pets that need food and care.
The military is quick to ask you to deploy to a foreign country, but they drag their feet when it comes to them taking care of their soldiers.
Your support would mean the world to us & would help restore our faith in the goodness of people. The past 20 months have been the hardest of our 25+ years of marriage and we are at the end of our ropes.
We are not the type of people who asks for handouts or expect things for free. My husband has always worked hard to support our family & does not deserve the treatment he has received from the military.
