La Escuela Profesional Familiar Rural de Mecuburi – EPFR Mecuburi - www.facebook.com/EPFR.Mecuburi - localizada en el municipio de Mecuburi, provincia de Nampula, Mozambique fue creada por los Misionarios de la Sagrada Familia, de Brasil, por solicitud de la Diócesis de Nampula que, por su lado, atendía un requerimiento del Ministerio de Educación de Mozambique. Su objetivo era que estudiantes de la 8ª a 10ª clase (equivalente a la ESO en España) de la región, tuvieran la oportunidad de estudiar un curso de FP de Agente Agropecuario de nivel básico, lo que les permitiría construir su propio futuro. Desde 2012 a 2018, la escuela graduó cinco promociones.
A lo largo de los tres años de duración del curso, los estudiantes no solo aprendían las asignaturas básicas, pero también asignaturas relacionadas con horticultura y creación de animales de granja. La titulación ofrecida era oficial ya que le escuela estaba reconocida por el Ministerio de Educación y el Ministerio de Ciencia y Tecnología, encargado de las escuelas técnicas, y por tanto, todas las indicaciones y regulaciones dadas por esas instituciones debían ser seguidas. Y lo eran.
Entretanto, con la promulgación de la nueva Ley de Escuelas Técnicas (Ley 06/2016) todas las escuelas técnicas deben ser de nivel medio (de la 10ª a 12ª clase) y para ello deben dotarse de una serie de infraestructuras básicas necesarias para obtener el “Álvara de Funcionamento” lo que les otorga el permiso para ofrecer la titulación oficial. Estas obligaciones empezaron a ser controladas a partir del curso lectivo de 2019, año en que entró en vigor la nueva ley. Las infraestructuras básicas necesarias son:
* Aula de Informática (exigencia ya existente en el nivel básico, pero no controlada)
* Estación agro-meteorológica
* Laboratorio de biología equipado para observación morfológica y clasificación de plantas y animales
* Laboratorio de química y fertilidad de suelos equipado para clasificación rápida de suelos y de agua.
* Unidad de producción agrícola equipada con sistema de riego preferentemente por gravedad de infiltración lateral y por aspersión
* Viveros de mudas y estufa
* Unidad de producción de bovinos de corte y leche
La EPFR Mecuburi, hasta hoy, no ha podido cumplir con eses requerimientos por falta de recursos, por lo que no obtuvo todavía el reconocimiento como Escuela Técnica oficial de nivel medio, y, por lo tanto, no ha podido empezar, en 2019 y en 2020, el primer año del Curso Técnico del nivel medio, ni tampoco el de nivel básico ya que este fue extinguido. Solo está ofreciendo, a los alumnos inscritos en el curso básico en 2018, las asignaturas que les faltan para finalizar el curso que ya habían iniciado. Si no consigue la subida al grado medio, este año de 2020 es el último año de funcionamiento de la escuela.
Lo más importante de estos requerimientos es el Aula de Informática, ya que la asignatura de informática hace parte del currículo escolar del primer año del Curso Técnico de Agropecuaria de nivel medio. Esa asignatura es imposible de ser ofrecida sin contar con un aula especifica dotada de equipos informáticos.
El objetivo de esta campaña de recaudación de fondos es atender a la última fase del proyecto de construcción y puesta en marcha del aula de informática:

El proyecto técnico constructivo está hecho. Los planos de construcción del aula y el de electricidad fue donado por la empresa KINGMAN LTD., una compañía local, de origen español, localizada en Pemba-MZ. Por otro lado, MANOS UNIDAS, la ONG Española de la Iglesia Católica, analizo y aprobó la financiación de la construcción del aula y la compra de los equipos. Estos equipos ya fueron comprados en España y serán enviados a Mecuburi ya que salía más barato que comprar en Mozambique. También hacia parte de la lista de equipos, un estabilizador de tensión eléctrica debido a las frecuentes caídas de tensión ocurridas en el municipio de Mecuburi. Asi que los recursos para la construcción y los equipos informaticos ya se han conseguido. Ahora solo les faltan los recursos para que los Voluntarios que, desde España, han colaborado en el diseño del aula y a conseguir los recursos, viajen a Mecuburi para ayudar en la instalación de los equipos y su puesta en conexión en red y en la formación de los profesores locales en como trabajar en red con los alumnos.
El valor estimado para los dos viajes de Barcelona a Mecuburi es de 5.000 euros.

But, with the new law of Technical Schools (law 06/2016) all technical schools of basic level are obliged to pass to middle level and need to have many new infrastructures to receive from Ministry the authorization to be an official technical school. These obligations started to be controlled in the beginning of 2019 and are:
* Computer Room (requirement already existing at the basic level);
* Agrometeorological station
* Soil chemistry and fertility laboratory equipped for rapid soil and water classification and analysis;
* Agricultural production unit equipped with irrigation system preferably of lateral infiltration and spraying gravity;
* Biology laboratory equipped for morphological observation and classification of plants and animals;
* Seedling nursery and greenhouse;
* Beef and milk production unit;
As EPFR Mecuburi, till now, could not accomplish with all these requirements because of lack of resources. So, they are not allowed to undertake the 2019 and 2020 school course by offering the first basic level course because this title was extinguished, nor is it the first middle level course because they do not have the homologation as an official school. From 2019 and this year of 2020, they only are offering the last courses to students that need to finish their basic studies. If they do not receive the homologation as a Technician School of middle level till the end of 2020, the school will have to be closed.
The most important of these regulations, is the Computing Room, because the computer subject is part of the school curriculum of the first year of the technical course. Nevertheless, it was not possible, till now, due to the lack of facilities.
The aim of this fundraising campaign is to help them to accomplish the last phase of this project:

The computing classroom feasibility project is done. The construction and electrician project were offered by KINGMAN LTD. a Spanish engineer company located in Pemba-MZ. MANOS UNIDAS, a Spanish NGO, analysed the project and accepted to finance the construction and buy the equipment’s. They were bought in Spain because is cheaper than in Mozambique. In addition to the computer equipment, an electronic voltage stabilizer must be installed due to the frequent electrical voltage dips in the region.
The aim of this campaign is to get the resources to the last phase of the computer room project. We need to pay two plane tickets to the two Volunteer that, from Spain, was helping the school to start this project. They will help to install the informatic equipment in network as well as they will train the teachers to work in network with the students.
It is estimated that we would need to raise around €5,000.
