What is the Fulbright Commission in Brussels? The Fulbright Program owes its name to Senator J. William Fulbright, an internationally-minded politician from the state of Arkansas. Inspired by his experience as a master’s student at Oxford University in the 1920s, newly-elected Senator Fulbright put forth a bill in September 1945 in which ‘he called for the use of proceeds from the sales of surplus war property to fund the “promotion of international good will through the exchange of students in the fields of education, culture and science”’. Just as European nations were attempting to develop post-war economic ties in an attempt to disincentivize further conflict, Fulbright argued, so too could the United States promote world peace through ties of an academic nature. As he later wrote: “The Program aims, through these means, to bring a little more knowledge, a little more reason, and a little more compassion into world affairs and thereby to increase the chance that nations will learn at last to live in peace and friendship.” Fulbright’s argument must have been convincing: the program was signed into law by President Harry Truman in 1946, and the first exchanges between the United States and Belgium/Luxembourg occurred two years later, in 1948. Today the Fulbright Commission in Brussels administers the Fulbright Program for Belgium and Luxembourg as well as the Fulbright Schuman Program.
