Cyclist broke Koda's leg

I rescued my dog Koda in August of 2012. He came from a hoarders house in Hamilton but I got him from a rescue organization in Windsor, Ontario called Roxie's Legacy. He will be 4 in December and he is the most loyal and loving dog you could find. Our story begins here... I took Koda for a walk on May 3rd, 2014. We were walking down a rather busy street with a large sidewalk at about 0950am. Koda is always on a leash when we go for walks as he gets so excited for them. I had turned my back for a split second as we crossed a bridge with a wide sidewalk when i felt a huge pull and as I looked Koda was jumping around uncontrollably screaming. I have never heard a dog scream like that before. He had be hit by a bicylist. His front right leg was caught in the spokes of the front tires and completely broken in half. As I took a closer look and tried to calm him down I noticed his bones were starting to purtrude through the skin. I held his leg together as I screamed for help. The bike rider did a fact plant into the ashphalt and hobbled away. I begged him for help as I lived only a block over. I begged him to go get my car, or to hold Koda's leg together while I went to get my car so I could race him to the emergency vet. He ignored me completely and paced around. A kind woman offered her help just as a police officer walked up to us. She took the bikers information and so kindly took us to the emerg vet clinic. She stayed with me. She talked me through what was going to happen and helping me contact my parents as they live out of town. If not for the police officer and the kind woman (whom I have found and thanked multiple times) I do not know how I would have gotten through that day. To walk into the door of the vet clinic was $800.00 plus xrays and other meds Koda was given. They told me he would need surgery and it would cost me upwards of $3500.00. I told them to do what they had to do to save my dog. My parents helped me out with initial emergency vet costs, enough to get Koda to come home that night. I ended up having to pull out a pet loan through a company called MediCard. The interest is astronaumical (29%) and it is dragged out over 5 years, so I'm basically paying for his surgery twice if not more. Koda had his surgery 3 days later and pulled through well. His leg healed up nicely and he is back to his hyper active self. He goes for runs, walks, plays fetch and chases us around the house like any other dog would. He has a large metal plate in his leg and pins holding it all together. The clinic gave me a copy of everything and how much everything used was. My bill was just shy of $6000.00 The bikers bill you ask? $140.00 ticket for riding his bike on the sidewalk. Not fair at all. I had to take days off work to make sure Koda rested and stayed off his leg as much as possible. I hunted for a third job, I currently work for two different bosses at the same job. It took me a month but I found a waitressing job as well. I work every day of the week. The weekends consist of me running from one job to the next. I'm exhausted. I didn't get a summer. Any extra money went to Koda's bills. Koda is my main squeeze, and it was so traumatizing to have this happen. I have currently paid $2500.00 on his bill and need to pay the last $3500.00 I don't expect to recieve donations to cover it all. But anything helps. If the young man that hit my dog is reading this, all I would like is an apology. I've come to realize after this that not everyone in this world has a heart like I do. But for you to just ignore me, ignore my pleas for help and my dogs screams while I'm covered in blood...I have no words. All I would like is an apology, and maybe for you and other cyclists to not ride on the sidewalk.
