VIOLENT PITBULL attack on innocent man

When I started this GoFundMe for my brother, all we knew was he was attacked by a stray dog in his yard. He immediately went into emergency surgery and his family had no clue where he was, how bad the bite was or any details. Days later, we find out that the owner of the dog was a friend of one my brothers roommates. Animal control is refusing to press charges or put the dog down because the owner claims he told my brother the dog "Doesn't like men." This was never said to him and even if it was, it isn't a valid excuse! This dog and others at the same house have been called into animal control many, many times by different people. This could have easily been prevented. The owner of the dog takes it to schools where children are. Next it will be even worse and an innocent child will die when this dog decides to attack them. On Friday April 12th, 2019 about 1:30, my little brother Parley returned home after getting off work. He noticed a stray dog running around his yard and decided to bend down and pet it. When he did this, the dog went crazy and started attacking his face. He was all alone and was finally able to get the dog off of him. Since he has no insurance coverage and was in shock, he drove himself to a clinic for help. They turned him away and sent him to a plastic surgeons office. He again got in his car (since he does not have insurance) and drove himself to the surgeons office. It took over 300 stitches, a skin graft and nearly 5 hours to attempt to put things back together. Since Parley does not have medical insurance and we have been unable to locate the dog or the owner, we are trying to raise money to help with him being off of work, medications needed, and transportation to and from his appointments. He is also going to need additional facial surgeries in the near future. He has a very long road to recovery and we would like to make things as stress free as possible for him.
