My father's hospital bill

Please help my father, who has been diagnosed with COPD and Rheumatoid Arthritis, to pay his hospital bill. While being treated at the hospital for his TB, unfortunately, he developed an allergic reaction to the TB medication, which caused his skin to peel. After a few weeks of hospital stay, he was able to go home.
However, after only a couple of days at home, he was rushed to the emergency room, because he was in respiratory distress. Since then, my father has been going in and out of the Emergency Room and the ICU, which has created tremendous financial strain and stress on my family.
The hospital in Dumaguete City, Silliman University Medical Center, requires that my father’s bill, which is now $2,550 (126,000 pesos) be paid in full before it will release him. The hospital bill increases each day until my father is released.
