Cover Roaming Bill for Tully NY Free Library

Tully Free Library loans wireless hotspots to library patrons in their rural Central NY area. They were hit with an unexpected international roaming bill by Verizon after a patron had it in his car when driving to Canada.
Verizon offered to block international roaming in the future but won't reverse the $880 charge. This one-month extra fee is over half of the library's annual budget for it's 3 hotspots.
