Protecting my home with a fence

The largest homeless encampment west of the Mississippi river was the Jungle. It was broken up during the elections to get votes and now it is rebuilding behind my home. In the last week things have been stolen from my yard, a fire set, threats yelled at my family and my house was broken into. I am trying to get funding to build a fence so that it is some sort of deterrent against these people who have taken it upon themselves to do whatever they want with no reprocussions. I have gotten multiple estimates and to get a fence and lights to try and keep my home and my family safe comes to about $9000 at the end of the day. Please help if you can to help me with this problem.
