Beau's Life Fight. Please help abused beagle pup

This is about Beau. I rescued him 2 months ago.  Hes's a sweet, precious 7 month old beagle puppy who was abused by his former owner.  This sweet little guy has damage to the discs at the base of his skull because his former owner picked him up by the scruff of the neck and threw him more than once. He has inflammation in his neck and damage, along with arthritis in his tailbone area.  He has been on Prednisone since March 13th, along with other medications, pain and muscle relaxers. He cannot be taken off Prednisone, because he can hardly walk and has a hard time lifting his head. He is in such pain when taken off the Prednisone. This  poor little guy is facing back surgery that is going to cost $4000 to $6,000.   He is being treated right now with laser light therapy and acupuncture which is about all I can afford.  His vet is Northgate Pet Clinic in Decatur, Illinois  [phone redacted] and Sportsvet Medicine, Savoy Illinois. This little guy deserves a chance for a good life. He didn't deserve what happened to him. He will break your heart. But he will also steal it.  Like he's done with mine.
