Help my mother stay out of her bed

My mom, Helen, is 93 years old and worked hard her entire life. She was raised in a pioneer family in northern Alberta and supported her 3 children as a single mom.
My mom was a waitress and has no extra pension. She receives just enough money from the government to pay for her care and a few incidentals.
She broke her hip 2 years ago and managed to recover and regain some of her mobility. Mom now lives in a long term care facility and last week, she broke her other hip. This time she will remain bedbound.
Since she returned to her room in the facility, she has been confined to her bed with no interaction with other residents. No one should be forced to be alone 24/7.
In order for my mother to have the best quality of life during her remaining years, we are told she needs a special mobile reclining chair so that she is not confined to her bed and left alone all day.
The chair costs $3500 before tax and extra padding.
