The Rule of Law Committee for the Oceans (ROLCO) is focused on educating the American public about the rules-based regime for the seas found in the UN Convention on the Law of the Sea and on the need to join the Convention in order to lead and guide its implementation.

THIS UNIQUE OPPORTUNITY

ROLCO utilized a unique opportunity to make the case to the public that not only is the LOS Convention good for American interests, a debt is owed to Ronald Reagan for guiding the redesign of the International Seabed Authority to fully support America's interests in developing deep seabed minerals as a secure source of the metals critical to American industry and security.

YOUR CHANCE TO HELP

Now that the presentation has been made, it is time to disseminate the findings to a broad audience and your assistance is needed demonstration that to get the word out that President Reagan's opposition to the Convention in 1982 eventually led to the Convention he sought, one that provides the opportunity to Americans to participate in the development of critical and strategic metals from the deep seabed.

WHAT YOUR CONTRIBUTION WILL SUPPORT

The remainder of the ROLCO's spring fundraising effort will focus on disseminating the findings of the presentation on Reagan's successful leadership for a seabed mineral regime that was given on April 25th. It recounts Reagan's interest in:

(1) securing a supply of critical minerals from the sea, 

(2)  rejecting provisions of the Convention that would weaken US leadership and threaten American investment and activities in deep seabed mineral development, 

(3) implementing his six criteria for seabed provisions that he would support as part of a Convention he would sign,

and it illustrates how his leadership guides the Seabed Authority in its activities today.

The successful presentation has resulted in two invitations for articles as well as an issue brief and talking points for public use as part of a nationwide public education campaign.

ROLCO'S  EDUCATION AND OUTREACH EFFORT:

In the past, supporters have ignored or been unaware of the almost "underground" campaign against the Convention in the American heartland. ROLCO's strategy is to reach out to improve public understanding of the benefits of the Convention and the costs of staying outside. This will be accomplished through outreach to inland states of the west and midwest where Law of the Sea Convention is seldom considered. Regional expertise will be developed, local forums  and organizations will be utilized for presentations and debate, and personal connections will be made with local and regional "thought leaders."

This presentation, and the article, issue brief and talking points to follow, will be an integral part of ROLCO's public education and outreach campaign. Your contribution will help make this effort a success.
