Kick Harvey's Butt & Rebuild

I live in Canyon Gate in Katy, TX. It's a great neighborhood and I always figured we'd be featured in the news for something awesome.
Instead, we have been featured lately for getting our butts kicked by Hurrican Harvey. We got 4' -6' and they say we won't be able to go back in for weeks.
Check out the devastation, but ignore the sad music, we're not feeling sorry for ourselves.

Ok, so I'm lucky as all hell. See, I'm fairly OCD, so I had flood insurance. Paranoia has it's benefits!
But 90% of my neighbors do not.

So they're in a bit of a situation. To be clear, we do NOT live in a flood zone so it's not like they were cheap or lazy or stupid. This was a 1000 year flood I'm told. So, hey, lucky us!!
What I'd like to do is raise some money so that they the neighborhood has some cash to get great equipment to help with the re-build. Cleaning supplies, power tools, de-humidifiers, mold tests, probably some beer ...all the stuff needed so we can fix the damage ourselves and not have to rely on FEMA or flood insurance or any entity that will only work hard to not give us what we need.
Any help will be greatly appreciated.
