Elizabeth MacDougall is disabled and needs your financial support. She was a victim of a felony hit and run by an underinsured drunk driver in Fairfax, California. Then suffered financial abuse after her father and caretaker Donald passed away. This series of events buried her alive in debt.


Elizabeth is on a fixed income; her family died, and she owns a start-up business that's struggling. She has not been housed for five years, and quarantine has been extremely difficult.

Elizabeth's Story




Hi, My name is Robert Shaya. I am advocating for my dear friend of 35 years, Elizabeth MacDougall. She has been victimized by the justice system, repeatedly. Elizabeth lives on Maui. She needs your monetary donation to recover from multiple life events.




Elizabeth's financial situation drastically changed when an underinsured drunk driver injured her in 2015 in front of the post office in Fairfax, Calfornia. The driver left her at the scene with what is now an accumulated debt of well over $45,000.  




We hope to raise money to pay off her debt. Then provide money for her to move forward. She received restitution of $1,240, with $50 a month payments to follow; for 200 months when the drunk driver is out of jail and employed. Unfortunately, the driver has continued to get into more trouble and is currently back in prison. Elizabeth has started the process of applying with the California Felony Victims Compensation Board FVCB. Let's pray for Elizabeth that FVCB will pay her quickly in full, and the driver will pay FVCB back. 




Elizabeth is a true survivor and has won a lifetime battle with her health after becoming disabled in 1995. She was diagnosed as permanently disabled, bedridden, and had no hope for any future. The doctors told her she would have to manage the full-body level 10 pain. By a miracle, some 20 years later, she began to see the light at the end of the tunnel. However short-lived because it was the morning the drunk driver hit her. Elizabeth is a real trooper! Poor dear has been doing her best to overcome one insurmountable obstacle after the next for more than 25 years.




I'm proud she spent the last five years recovering. Elizabeth went back to school for business to launch her healthy living brand. In 2018, and the LLC's cash flow was ok in its first year of business. In the first six months of 2019, almost double! Again, she began to see the light at the end of the tunnel. Her company has taken one unfortunate blow after another, and her cash flow came to a halt in August 2019. 



She has literally come to the end of the rope. She has not been able to pay her bills for the last six months. The campaign has managed to help pay the minimum.  However, she still has outstanding bills to pay immediately.

It would be a miracle to reach our goal by the end of the year.




Elizabeth has indeed suffered in silence. She has done her best to rise alone. However, there comes a time in everyone's life, "The dark night of the soul," where you are forced to dig deep to ask those you love for help and support.




Elizabeth is finalizing her new business plan with Maui Economic Opportunity (MEO) to submit to Division Vocational Rehabilitation (DVR). The approval process will include an advertising marketing plan. If you have any expertise in this field, please reach out. Elizabeth is creating a few commercials, ads, and a presskit. She needs your help.   




DVR is an organization that helps disabled people get back to work. She was waitlisted in April of 2017. She just received another notice of deferred services on October 5, 2020.  However, by the beginning of next year, she hopes to receive grant money to take her business to the next level. This will support her to create a sustainable income into her golden years. 




Your generosity and contributions will directly help Elizabeth to pay off her debt, then purchase an RV or build a van into a tiny home. It will also assist her in qualifying with landlords for housing through the Shelter Plus Permanent Housing Program. Unfortunately the housing program no longer has funds. Elizabeth has been wait listed.




Your donation will directly enhance Elizabeth's recovery from this truly horrible situation. It will allow her to create a better quality of life. This will directly help her to restore her dignity. Most importantly you will provide much-needed shelter, and a stable home. This will help support Elizabeth to thrive. She will be able to answer her calling. Donald's Law




The financial abuse Elizabeth endured is widespread and must be stopped. Please support the momentum to launch the petition to bring awareness to this chronic problem. Your action will help to create the legislation to protect the most vulnerable, the disabled population. "Donald's Law," which honors Elizabeth's Father, will protect other disabled individuals from suffering the same fate as Elizabeth.
